About RNR Rescue

Established in 2014, by Russell Kellar and Robert “Soup” Campbell, their combined 50 years of front-line professional Fire Fighting and technical rescue skills enable RNR Rescue to draw from real-world experience and expertise that they have encountered in their careers on a daily basis.

Coupled with their cumulative years of experience in multiple US&R (Urban Search & Rescue) Task Force deployments, water rescue, Haz-Mat, Industrial Rescue Response and Confined Space Safety Consulting, and the nearly 25,000+ hours instructing in the classroom and in the industrial field, has led to the development and adoption of these proven progressive techniques.

Robert Campbell


Robert “Soup” Campbell is currently serving as Captain for St. George Fire Department near Baton Rouge, Louisiana.

He has been involved in rescue since attending the cadet academy in 1997 with the New Orleans Fire Department and upon graduating was then assigned to two of its busiest stations.

Looking to further his education, he returned to Baton Rouge to complete his Bachelor’s degree at LSU.  In 1998 he was offered a position within the St. George Fire Department.  After completing his degree, he focused on NFPA Technician level courses.

In 2005 during Hurricane Katrina, Robert was part of the AD-HOC strike team of LA Task Force members deployed to the New Orleans area assisting and establishing water rescue teams, along with US&R teams which conducted thousands of rescues. In 2002 he became a part of a US&R task force created for the Parish of East Baton.

Robert was also employed part-time with LSU Fire and Emergency Training Institute until 2001 when he was hired with ROCO Rescue.

During his years with ROCO, he was a crew member on the Confined Space Rescue Team, a Chief Instructor for 5 of those years and performed safety and consulting work for the industry.  As a Captain in Rescue, he has often taught his fellow firefighters within his own department as well as for other local departments.

Additional Qualifications / Experience:

  • Employed in construction – assembled and repaired structural and process mechanisms for offshore oil and natural gas platforms and chemical facilities.
  • Taught municipal and industrial firefighting, various rescue disciplines, and response plans for 15 years.
  • Developed and implemented on-site safety programs for industry facilities.
  • Designed and constructed rescue props for industrial training.
  • Worked with the U. S. Special Forces (JSOC, DevGroup) designing and constructing props and tools used in combat rescue.

Russ Kellar


Russell Kellar is a 30 year veteran of the Austin Fire Department having served at one of the most coveted stations in Texas’ capitol city.

Recently retired, Russell has also gained real-world experience serving as a charter member of TX-TF1 for 17 years both as a leader and an instructor.

Adding to that knowledge base, Russell began instructing for Roco Rescue in 1992, retiring in 2013.   He teaches Man vs. Machine with P.L. Vulcan yearly at FDIC.

Having been both an officer and an instructor, he has availed himself of all opportunities to further his training at the departmental, governmental and private offerings level. This attitude toward continuous training has been rewarded having been honored in receiving multiple medals, awards, and recognitions.

During his years as an Emergency Services responder and Instructor, Russell has been responsible for interacting with over 2,800 students, logging over 16,500 hours as an educator.

The positions Russell has attained within the Austin Fire Department, TX-TF1, ROCO Rescue, FDIC H.O.T. Instructor and P.L. Vulcan Fire Training Concepts have been both challenging and demanding. However, all have been productive, fulfilling, and gratifying as well as rewarding.

By taking this knowledge and applying it to real life situations, he has gained field experience and been able to develop and use this in a distinguished leadership role.
